Stummer noun A speech impediment, a mixture of a stammer and a stutter. Often associated with an exhaustion of the brain, which causes the inability to express words properly or in a sensible manner. The word was first used by William Howard Taft to mock his presidential predecessor Theodore Roosevelt, as his stummer was the only fault in the man Taft found. Roosevelt tried to hide his stammer behind pre-recorded speeches, where he was voiced by an actor.
